Financial Services 

Dir Cavin PetersenThe executive director Finance is Mr Cavin Petersen.  He is an associate member of the institute of Municipal finance Officers(IMFO) and a registered Municipal Accountant since 1993. His qualifications include a National Diploma in Municipal Finance as well as a certificate programme in Municipal Development (CPMD) obtained from Wits University.

He started his carreer in the financial field in early 1980 .He have 26 years experience in Financial Management and a proven track record in a senior management position in Local Government. Finance:  He is a financial specialist and technically trained and proficient in strategic planning , Financial accounting , cost accounting , management accounting etc.

He worked for the former Tygerberg municipality in Bellville before moving to the Paarl municipality in 1999. Since then he hold the position of Manager Financial information being responsible for the financial statements as well as the budget .In February 2005 he he acted in the position as head of finance for three years . He was then appointed from 1 May 2008 as excecutive director finance.

The directorate financial services is responsible for managing the financial affairs of Drakenstein Council. This directorate aims to ensure efficient and effective financial management for council.

This directorate operates within the ambit of the applicable legislation and prescriptions related to Local Government Finance, of which the following legislation are the most important ones:

  • The constitution of RSA
  • The MFMA
  • Local government systems act
  • Municipal structures act
  • The public office bearers act
  • Budget reform programme of National Treasury
  • Circulars issues by the Auditor General , province , and national Treasury
  • Council resolutions
  • Council policies and powers delegated by council.

This directorate also reports on the following financial reports:

  3. Meduim term expenditure revenue framework 
  4. Monthly financial reporting
  5. Quarterly reports
  6. Midyear performance review
  7. Financial  Statements 
  8. Auditor General report

  12. Statutory Returns
