Executive Director 

 

Executive Manager:
Financial Services

Mr Jacques Carstens has 37 years’ experience in local government of which the last 26 years in a senior management capacity.

This includes 12 years as a Municipal Manager
(Town Clerk).

                                                               

 

His highest qualification is an MBA obtained at the Stellenbosch University Business School. 
He also obtained a Bachelor of Business Administration with Honours (BBA Hons) at Stellenbosch University Business School and at the University of South Africa a Batchelor of Business Administration (BBA). 

Further qualifications are a IAC-Diploma in Local Government  at Institute of Administration and Commerce of South Africa  and at the University of the Witwatersrand, Johannesburg: Graduate School of Business Administration a  Certificate Programme in Management Development for Municipal Mr Carstens is also a full member of the Institute for Local Government of South Africa and an Associate member of the Institute of Municipal Finance Officers.
 

The directorate financial services is responsible for managing the financial affairs of Drakenstein Council.
This directorate aims to ensure efficient and effective financial management for council.

This directorate operates within the ambit of the applicable legislation and prescriptions related to Local
Government Finance, of which the following legislation are the most important ones:

  • The constitution of RSA
  • The MFMA
  • Local government systems act
  • Municipal structures act
  • The public office bearers act
  • Budget reform programme of National Treasury
  • Circulars issues by the Auditor General , province , and national Treasury
  • Council resolutions
  • Council policies and powers delegated by council.

This directorate also reports on the following financial reports:

  3. Meduim term expenditure revenue framework 
  4. Monthly financial reporting
  5. Quarterly reports
  6. Midyear performance review
  7. Financial  Statements 
  8. Auditor General report

  11. Cash Flow
  12. Statutory Returns    

This directorate consists of the following sections:
