SUPPLY CHAIN MANAGEMENT

The MFMA (Municipal Finance Management Act) came into effect on 1 July 2004. Chapter 11 of this act deals with Supply Chain Management (SCM). Municipalities were compelled to adopt a SCM Policy and to establish a SCM Unit as prescribed by Legislation.  The Supply Chain Management (SCM) Unit was established on 27 October 2004.

This department (usually abbreviated as SCM) manages the procurement of goods and services for Drakenstein municipality or on the behalf of the municipality.

SCM is responsible for ensuring sound; sustainable and accountable supply chain management, which adheres to the principles of a procurement system that is fair, equitable, transparent, competitive and cost-effective, in accordance with the Constitution of South Africa.
A complaints register is currently in place for all aggrieved parties to be completed, after which due processes will follow.
A gift Register is maintained within every directorate to record all gifts received under the amount of R350.

General Suppy Chain information to the public.

On a weekly basis, opportunities to submit quotations are advertised on the Drakenstein website and notice boards in Paarl, Wellington, Saron, Mbekweni and Gouda to enhance economic opportunities for Historically Disadvantage Individuals (HDI’s).  To assist the communities with their concerns and barriers in their effort to obtain financial growth and independence through the Quotation and Tendering Processes within Drakenstein Municipality, Imbizo’s were held in Mbekweni, Saron, Gouda, Paarl East and Wellington where role players such as Absa Bank, Dept Public Works, Trade World and CIDB were present.

The Municipal Manager, senior management from Local Economical Department (LED), Community Services, Transformation, Supply Chain Management and Red Door were in attendance to assist with any concerns.

Discussions entered around:

  • HDI targets of Council in respect of all acquired services and goods;
  • Councils Procurement Policy;
  • How to quote or tender with Council;
  • Procurement processes;
  • Construction Industry Development Board (CIDB).

Small breakaway groups were formed and all concerns and suggestions were recorded on a flip chart for Council to formulate action plans to address the issues.

The Specification, Evaluation and Bid Adjudication Committees were implemented and are   operational to streamline the tender processes.   A complaints register allows the community and suppliers to report to the Municipal Manager possible disputes of tenders, contracts, and quotations that need to be investigated for alleged corruption, nepotism, and irregular procurement transactions.

Council sets goals in respect of targets for HDI’s as per adopted SCM Policy. For 2004/2005 the target was set at 10% and for the period 2006 to 2008 the target is 20% of total budgeted procurement expenditure.

An invitation to suppliers and service providers to apply for registration on the Supply Chain Management Database of the Drakenstein municipality.

The list of accredited prospective providers will be utilized by the Municipality for the procurement of goods and services through verbal or formal written price quotations or competitive bid procedures.
In completed forms will not be accepted.

 REQUEST FOR QUOTATIONS

In terms of the Local Government: Municipal Finance Management Act and the approved SCM policy of Drakenstein municipality, the municipality is required to advertise Request for Quotations (RFQs) for goods/services in excess of R30 000 for at least seven days.

Please note that electronic quotations will not be accepted.
Please click on the RFQ in which you are interested, print it out and submit at as per instructions on the document. Any further information about the specific RFQ, please contact the official whose name appear on the document. All database related enquiries should be forwarded to SCM office, attention Irene Thabane.
