The executive director of infrastructure and planning is Leon Coetzee.
He obtained his B.Sc. B.Eng. degree in Civil Engineering from the
University of Stellenbosch in 1977. Registered as professional engineer with the South African Council of professional Engineers in 1982.
He is a member of the Institute of Municipal engineers since 1989.
He started his engineering career in 1978 with the Department of Water Affairs and Forestry and obtained experience in construction and
design of dam structures. In 1981 he changed his focus area to
municipal engineering and experience regarding municipal services
was obtained with the former Port Elizabeth and Uitenhage
municipalities and more recent with Paarl and Drakenstein Municipality.
The Directorate Infrastructure and Planning consists of three
