Community Services
Community Services Department The Community Services Department consists of :
- Park, Sports and Recreation
The Parks sections is divided into sub sections focusing on Parks, Sport and Recreation, Caravan Parks, Swimming Pools, Paarl Mountain Nature Reserve, Cemeteries, Public Ablutions, Arboretum and the Nursery.
- Social Development
The Community Development Section of Drakenstein Municipality was formed in terms of a legislative mandate and various policy initiatives, including the Development Facilitation Act of 1997, The White Paper on Local Government and the Municipal Systems and Structures Act. The enactment of this legislation was aimed to bring Developmental Local Government closer to the people, other words, to create an environment that is conducive to improve service delivery and reduce poverty at a grassroots level.
Therefore it is important to contextualise community development and systematically look at the following dimensions:
- Historical – how communities have developed up to now, bearing in mind that much of such histories have been lost;
- Moral – the norms and values that determine how communities interact and conduct themselves;
- Social – the human interaction of cohesion, communication and self determination; structural, the hierarchies of power located within institutions, groups and individuals;
- Economical – the fiscal interaction or non interaction which determines wealth and wellbeing;
- Spatial – the characteristics of physical environment determining access to resources;
and
- Political – the interaction of communities to determine norms of governance and
regulation.
- Libraries
The Library Section consists of 8 libraries and 7 satellite libraries of which Millstreet library is the largest, with a book circulation of more than 420 982 items per annum.
The main aim of Drakenstein Library Services is to render an effective and efficient service to the community of Drakenstein. The Library Services provide information and recreational services to adults, learners and students. This section also promotes a culture of reading by hosting educational programmes. These initiatives was complemented by the opening of satellite libraries in areas where it was previously non-existent.
