Drakenstein Municipality’s Executive Director: Planning and Development, brings with her a wealth of experience, educational qualifications, skill, passion and enthusiasm.
Ms. Samson started in her new position on 1 July 2021 and her appointment coincides with the addition of Human Settlements to a department that previously comprised Planning and Economic Development.
Ms. Samson cut her teeth at the Western Cape Government, where she was Head of Department at Human Settlements from January 2020 until June 2021. Before that she was the Chief Director for Human Settlements Planning since 2008.
She also has experience in the private sector, as she was a shareholder, director, and town planner at Urban Dynamics Western Cape from January 1997 until June 2008.

Ms. Samson started her career in 1994 with a short stint at the then South Cape Regional Services Council before she joined Tommy Brummer Town Planners in March 1995 until 1996. This was followed by a few months in Miami, USA, where she worked as a professional exchange intern through an arrangement with the South African Planning Institute and Florida International University. Here she participated in the Main Street urban redevelopment programme in the City of Florida City, following the Hurricane Andrew disaster.
Ms. Samson is a registered Urban Planner and completed her Master’s Degree in Town and Regional Planning at Stellenbosch University in 1993. She completed her undergrad with majors in Geography and Psychology and an Honours Degree in Geography at the University of the Western Cape.
Ms. Samson has a clear vision for her department and acknowledges the phenomenal role it plays in socio-economic development. She also uses innovation to improve efficiencies.
She looks at partnerships to promote economic development and to harness the unique setting that Drakenstein offers. Important to her is to integrate the three to improve service delivery and enable economic opportunities for the residents of Drakenstein, as well as attract more visitors and investment to the municipal area.
Ms. Samson embraces Drakenstein Municipality’s vision of a city of excellence and with her experience at the Western Cape Government and in the private sector, she will definitely contribute significantly towards realising that vision.
Municipal functions of Planning and Development:
The Planning Services division’s responsibilities include land use management, building control and spatial planning. This division ensures that long-term forward planning is carried out within the Drakenstein municipal area - through a strategic process indicating how the economy, built environment, natural, heritage and cultural resources, and people are spatially and sustainably organised. Furthermore, this division aims to ensure that Drakenstein remains a quality place in which to live, work and invest, as well as to visit, by strategically guiding future growth and spatial change in the best possible manner.
The Environmental Management division’s functions include natural resource management and legislative compliance to ensure that the biophysical environment is protected and maintained for equitable use by future generations. Its core function is to identify the factors that have a stake in the conflicts that may arise between meeting the needs of the current community, while protecting the ecosystem services for the benefit of future generations.
The Economic Growth and Tourism division’s responsibilities include economic development and tourism as well as rural development. This division provides an enabling and conducive environment to facilitate sustainable economic empowerment for all communities within Drakenstein - through the implementation of economic development projects, programmes and initiatives. The division further looks at opportunities to increase investment in the Drakenstein municipal area.
The Human Settlements division is responsible for helping to address the housing needs of vulnerable people within Drakenstein, through the management of rental stock, and informal and new housing projects. The division promotes an integrated and sustainable approach to the provision of housing opportunities.

The Planning and Development department is responsible for sustainable and pro-active planning and compliance monitoring of the natural and built environment. The Department facilitates physical, social and economic development and growth in Drakenstein.
