​Drakenstein Municipality's City Manager: Visionary, strategist and service delivery innovator​

Dr Johan Leibbrandt, City Man​ager, has vast experience in the turnaround of municipalities. He has an impressive track record of making things happen and continues to improve service delivery within Drakenstein.

He holds an Executive MBA and a PhD in Business Administration, focusing on strategy formulation and execution in local government. He has authored various articles, published in local and international journals, and has presented various papers on topics such as transformation, strategic planning, integrated development planning, performance management and strategy execution.

 

​City Manager: Dr Johan Leibbrandt

Dr Leibbrandt served in several senior positions in local government over many years, which include Municipal Manager of the Kempton Park Tembisa Municipality (1994 - 2002), and Deputy City Manager and Chief Operating Officer (COO) of the Ekurhuleni Metropolitan Municipality (2002 -2010), a municipality with a budget of R36 billion, 18, 000 employees and 3 million residents.

From 2000 - 2001, he served as Strategic Planning Advisor on the National Minister for Provincial and Local Government’s National Special Task Team (STT). During this project, Dr Leibbrandt authored an Integrated Development Planning (IDP) guide for municipalities.

In April 2010, he was appointed by the Gauteng Provincial Minister for Local Government and Housing as the Transformation Manager responsible for the merging and transformation of the City of Tshwane and the Metsweding District Municipality.

Dr Leibbrandt also served as a Director in PricewaterhouseCoopers (PwC) and in this capacity advised governments at local, provincial and national levels in Kenya and South Africa (2010 - 2016).

He understands the operating models, business processes and systems required to ensure efficient and effective service delivery, optimal resource utilisation and performance enhancement.

Dr Leibbrandt sees his appointment as an opportunity to continue to make a difference in the lives of all Drakenstein residents. This according to him, will be achieved by a highly motivated, well-skilled and equipped workforce, and the adoption of a customer-centric planning and implementation approach.
