​ ​​​The Expanded Public Works Programme (EPWP) is one element within a national government strategy to reduce poverty through alleviation initiatives and reduction of unemployment. Phase 1 of the EPWP commenced on 1 April 2004 with the view of creating 1 million work opportunities over the first five years.

This programme is a joint initiative between National, Provincial and Local Government. Phase two of the project which runs over the 2009/10-2013/14 financial years aimed to create 4.5 million work opportunities by the end of the period. The third phase of the program aims to create about four million job opportunities by 2019.

By June 2015 Drakenstein Municipality had created a total of 875 work opportunities in various infrastructure and environmental projects. Drakenstein Municipality has exceeded its target in the 2014-2015 financial year in terms of the protocol agreement and incentive grant agreement with National Government.​
