Safmarine Hall in Wellington is owned by Drakenstein Municipality, which retains full responsibility for its lawful occupation. In late 2024, the premises were let to CYFS (Community Youth & Family Services) under a fixed-term lease agreement for a period of three months, which has since lapsed. The Council is in possession of a duly issued demolition certificate identifying material safety deficiencies affecting the property.
The premises were leased to CYFS subject to an undertaking that the lessee would remedy specified defects to mitigate any safety hazards that could pose a risk to community members. Although certain remedial works were undertaken, a subsequent inspection by Drakenstein Municipality's Engineering Services Department determined that the property remains structurally unsound and unfit for occupation due to the persisting safety deficiencies that were identified.
The Council, acting within its statutory mandate and in the best interest of the community, resolved - based on the identified safety hazards - that the lease agreement would not be renewed. Accordingly, the lessee was formally notified of the Council's decision.
The Municipality's Engineering Services Department is presently conducting comprehensive assessments to identify the scope of remedial works and upgrades required to render the building structurally sound and fit for lawful occupation. Upon completion of these technical evaluations, a detailed report will be submitted to the Council for consideration, where a final determination will be made regarding the refurbishment and future utilisation of the hall.
Drakenstein Municipality understands the pressing need within our community for a convenient, multidisciplinary service centre within walking distance where they can access essential services, such as those provided by the Department of Social Development and the Department of Home Affairs. As important, are programmes that support community well-being, including activities for seniors and youth initiatives, to improve daily life and foster a stronger, more connected community.
Considering this, Drakenstein Municipality remains committed to supporting any organisation or government department that seeks to bring services closer to the people we serve. We also wish to emphasise that the previous tenant is welcome to submit a future proposal aligned with this vision, as we value partnerships that prioritise accessibility and community development.
