Drakenstein Municipality is calling on residents to support the municipal area's homeless individuals responsibly and safely by making use of PayPoint terminals, which are now available at a number of Paarl businesses.
This initiative forms part of the Municipality's recently adopted Homelessness Policy and strengthens the local network of accredited overnight shelters that provide food, care and developmental support to the homeless.
At a recent meeting with Paarl schools and the South African Police Service (SAPS), network partners confirmed that cash handouts on the streets are contributing to an increase in both child and adult begging. There have also been incidents where children were robbed while begging, placing them at significant risk.
PayPoint terminals offer residents a safe, constructive alternative, ensuring support goes where it is most effective. Funds are not given directly to individuals on the streets, which helps to reduce dependency and improve safety.
What is a PayPoint?
PayPoint terminals at participating businesses allow residents to make cash or card contributions that go directly to two accredited homeless shelters in Paarl. The shelters use the donations for meals; hygiene items; developmental and support programmes; and operational needs.
The shelters report to Drakenstein Municipality as they use municipal facilities and submit their financial statements to the Municipality. The Western Cape Department of Social Development also monitors them. This ensures full transparency and responsible use of public contributions.
The PayPoint initiative forms part of the Municipality's long‑term strategy to reduce street begging; address the root causes of homelessness; provide humane, structured pathways off the streets; and build safer public spaces for children and adults.
Through responsible giving, residents can help ensure that vulnerable people receive the right support in the right place.

- Roodeberg Pharmacy, 175 Main Road, Hoog-En-Droog, Paarl
- Brew Coffee Shop, 15 Jan van Riebeeck Drive, Denneburg, Paarl (CRC Church)
- ReSkin Aesthetics, Shop 7, Frater Square, 40A Main Road, Paarl
