NOTICE OF CONSTRUCTION WORK 

CONSTRUCTION OF NEW ENTRANCE TO FIRWOODS DEVELOPMENT

Please take note of the road construction that will commence shortly in New Eskdale Street between Frater street and Firwoods farm entrance. The construction entitles a new bus stop, side walk and a new entrance to the Firwoods development. All works will be done as far as possible by utilising the road shoulder area to minimise any disruptions to normal traffic flow. Please adhere to the lower speed restrictions for your own safety as well as our workers.

Construction is planned to start the 8th of May 2025 and completed by 20th October 2025. Construction activities will be between 08:00 and 17:00 during the week and from 8:00am to 14:00pm on Saturdays. No closures will be present after these working hours.

CALL FOR PROPOSALS IN RESPECT OF THE MANAGEMENT AND OPERATION OF CONTAINERISED OVERNIGHT SHELTER IN PAARL, WARD 19

​The purpose of this call for proposals in Paarl is for the management and operation of containerized overnight shelters on the basis of the fact that prospective interested parties comply with the following criteria:

A registered Social worker and Social Auxiliary worker;
Must be a registered NPO;
Must focus on Family Intervention;
A Good understanding of the norms and standards for shelters;
Must have a Transfer Payment Agreement (TPA) with the department of Social Development and must provide record of good governance;
Must have experience in reintegration and aftercare services for street dwellers;
Must provide life skills, coping skills and group therapeutic interventions;
Must focus on substance abuse programs and refer clients to rehabilitation centres;
Must empower woman and refer them to other stakeholders to gain experience skills development;
Must address and facilitate gender-based violence and victim empowerment programmes;
Must address fatherhood and facilitate fatherhood program to men in shelter;
Assist beneficiaries with job readiness and work ethics programs; and 
Facilitate values and consumer financial educational programs.

Interested parties are hereby invited to submit proposals for the management and operation of containerised overnight shelter, noting that the transaction will be subject to certain conditions and specifications. The above-mentioned criteria will serve as tool to assess submissions.

WARNING: TENDER SCAM

​Drakenstein Municipality wants to alert all bidders to recent scams involving the misuse of information to demand illegal bribes. These actions are illegal, and we want to emphasize that any attempt to solicit bribes is strictly forbidden.

There have been reports of an individual(s) impersonating municipal officials, using their names and providing false banking details to trick bidders into making payments. Please note that these banking details do not belong to the Municipality. It appears that fraudsters are accessing tender information from the bid opening registers, which are publicly available on the Municipality's website, to identify and target bidders.

If anyone approaches you, claiming to represent the Municipality and asking for money in exchange for favours, please report it immediately to the Municipality's hotline at 0800 555 337.

We urge all bidders to maintain the highest standards of integrity and to work with us in ensuring a fair and transparent tendering process.

INVITATION TO APPLY FOR OFFICE SPACE IN THE PAARL-EAST AND MBEKWENI THUSONG CENTRES

The Drakenstein Municipality had currently 2 Multi -Purpose Centres, the Mbekweni and the Paarl East Thusong Centre. The Mbekweni and Paarl -East Thusong Centre is and provides various government and community services to the surrounding communities. Thusong Centres are one-stop integrated community development centres, with community participation and services relevant to people’s needs.
Rental space is available in the PETSC and the MBTSC for government departments and community organizations to drive various community development and support services for the people of Paarl -East and Mbekweni and the Drakenstein in general. The spaces available, their current titles and sizes are as follows:

Decisions on who qualifies for consideration will be made by the Drakenstein Municipality and discussions will be held with qualifying organisations on terms and conditions of occupancy. Rental agreements will then be sign with the qualifying organisations for occupancy of the space.

NOTICE OF INTENTION TO AMEND THE DRAKENSTEIN SPATIAL DEVELOPMENT FRAMEWORK

Notice is hereby given in terms of section 3(2)(a) of the Drakenstein Bylaw on Municipal Land Use Planning, 2018 that the Municipality intends to amend its Spatial Development Framework (SDF).

The SDF will be prepared as part of the Municipality's 2025/2026 Integrated Development Plan.  The process to amend the SDF will be executed in accordance with the requirements as stipulated in the Municipal Systems Act, 2000; the Spatial Planning and Land Use Management Act, 2013; the Western Cape: Land Use Planning Act, 2014; and the Drakenstein Bylaw on Municipal Land Use Planning, 2018.  The amendment of the SDF will be undertaken without an intergovernmental committee.

The process to amend the SDF will entail the following:

1Publication of a notice in the press regarding the intention to amend the SDF and the process to be followed.
2. Compilation of a register of relevant stakeholders, who must be invited to comment on the draft SDF.
3. Establishment of an internal municipal project committee for the amendment of the SDF.
4. Compilation of a status quo report.
5. Compilation of a first draft SDF.
6. Publication of the draft SDF for comments from the public and stakeholders.
7. Submission of the draft SDF to the Provincial Minister for comments.
8. Compilation of the final SDF.
9. Submission of the final SDF to Council for adoption.

GENERAL VALUATION OF RATEABLE PROPERTY

Drakenstein Municipality will conduct a general valuation of all properties in the municipal area, effective 1 July 2025, as per the Municipal Property Rates Act, Act No. 6 of 2004.

In terms of section 41 of the Act, authorised personnel may enter properties for valuation purposes between 07:30 and 19:00 on any day except Sundays or public holidays.
Upon entry, personnel must present identification upon request and may be accompanied by interpreters if needed.

Owners, tenants, or occupants may be required to provide access to relevant documents or information for valuation purposes.

Failure to provide the necessary documentation may result in cost implications in the event of an appeal.

ADDITIONAL FEES FOR REFUSE COLLECTORS A NO-NO

The fees for Drakenstein Municipality’s refuse collection service at residences and businesses form part of the home or business owner’s municipal bill. It is not customary or allowed for municipal refuse collectors to ask additional fees when collecting refuse bags.

Should home of business owners be asked for any additional fees by refuse collectors to remove waste, the Municipality urges them to immediately report this to our Fraud Hotline at 0800 555 337. If possible, also provide video footage or photos to assist with investigations.

Please also note:

  • If a home or business owner pays for refuse removal services, the customer may have any number of municipal refuse bins, as required and for which the customer has applied and paid.

  • Official Drakenstein municipal waste containers, with the wording “Drakenstein” on the side, may be filled with municipal waste (soft waste) until the container is full and the lid can still be closed. If the lid does not close properly, it means that the waste container is filled with more than the allowed 240 litres for which the customer is paying, and the customer must apply in writing to the Municipality for a second or third municipal waste container.

  • The Municipality does not service private refuse bins.

BE CAREFUL OF SUPPLIERS ADVERTISING SUBMETER CONNECTIONS

Please be wary of advertisements circulating on Facebook groups that promote the installation of submetering boxes in backyard rooms and wendy houses to share electricity with other tenants.

These posts create the impression that the suppliers can replace the Municipality’s and/or Eskom’s main power boxes, which is not standard practice.

✋Exercise caution with advertisements such as these.
While submetering is allowed, specific processes must be followed, and these suppliers do not adhere to the Municipality’s approved procedures. Their modus operandi is often illegal.

🔌⚠️ Using unauthorised submetering connections poses many risks, such as electrical malfunctions, fires, and property damage. Insurance claims may be rejected, and property owners could be held liable for third-party damages.

If you are unsure and need advice, you are welcome to contact Drakenstein Municipality’s Metering Connections office at 021 807 4664/ 4660/ 4668.

If you are wondering whether a supplier is legitimate, ask for proof of the following:

1. Proof of Electrician Trade Test certificate, issued in accordance with the National Qualifications Framework;
2. Proof of Wiremans Licence, issued in accordance with the National Qualifications Framework; and
3. Registration with the National Department of Labour as a Contractor and Installation Electrician.

We strongly urge the public to report any incidents of illegal metering connections to our anonymous Fraud Hotline at 0800 555 337. 

Our Law Enforcement officers are aware of this situation and are monitoring it closely.
