NOTICE OF CONSTRUCTION WORK
Please be informed that the upgrading of Suid Agter Paarl/ Old Paarl Roads intersection and Winelands Square Entrance Road will commence on 13 October 2025. Expect disruptions in Traffic Flow.
Please note the following:
Commencement Date: 13 October 2025 Planned Completion Date: 8 December 2025 One lane of the Double carriage way will be closed to traffic during construction in both directions.
Please use alternative routes where possible.

DRAFT DRAKENSTEIN WEST LOCAL SPATIAL DEVELOPMENT FRAMEWORK
Notice is herewith given in terms of Section 10(1) of the Drakenstein Bylaw on Municipal Land Use Planning, 2018 that the draft Drakenstein West Local Spatial Development Framework (LSDF) is available for public comments. The Drakenstein West area has a triangular shape and includes the land between the Suid Agter-Paarl Road (eastern boundary), the N1 (southern boundary), and the R44 (the western boundary).
A hard copy of the document is available for review at the following venues:
• Paarl Civic Centre • Wellington Municipal Offices • Gouda Municipal Offices
An electronic copy of the LSDF can be obtained at the offices of Drakenstein Municipality, Corporate and Planning Services Department, Spatial Planning Section, 4th floor, Civic Centre, Berg River Boulevard, Paarl. An open day session on the draft LSDF will be held on 27 October 2025 from 09h00 until 18h00 at the Monte Cavalo Stud Farm and Livery, De Uitzicht Estate, R44, Agter-Paarl in order to assist the public with any enquiries.
Comments must be submitted in writing to the Drakenstein Municipality, P.O. Box 1, Paarl 7622 or customercare@drakenstein.gov.za by no later than 17 November 2025. No late comments will be considered.

DRAKENSTEIN MUNICIPALITY MUNICIPAL DEMARCATION BOARD – GAZETTED WARD MAPS The Municipal Demarcation Board (MDB) commenced with the process of delimitating wards in preparation for the 2026 local government election. The ward plans have been prepared and gazetted in the Western Cape Provincial Gazette on 19 September 2025 (Notice 107/2025 within the Western Cape: Provincial Extraordinary Gazette 9138). The ward maps and all relevant ward delimitation information are electronically available on the Drakenstein Municipal Website at Drakenstein - Ward-Maps. Any person who is aggrieved by the ward delimitation may submit objections to the MDB for consideration. DRAKENSTEIN MUNICIPALITY NOTICE OF INTENTION TO AMEND THE DRAKENSTEIN SPATIAL DEVELOPMENT FRAMEWORK Notice is hereby given in terms of section 3(2)(a) of the Drakenstein Bylaw on Municipal Land Use Planning, 2018 that the Municipality intends to amend its Spatial Development Framework (SDF). The SDF will be prepared as part of the Municipality's 2026/2027 Integrated Development Plan. The process to amend the SDF will be executed in accordance with the requirements as stipulated in the Municipal Systems Act, 2000; the Spatial Planning and Land Use Management Act, 2013; the Western Cape: Land Use Planning Act, 2014; and the Drakenstein Bylaw on Municipal Land Use Planning, 2018. The amendment of the SDF will be undertaken without an intergovernmental committee. The process to amend the SDF will entail the following: | 1. Publication of a notice in the press regarding the intention to amend the SDF and the process to be followed. | | 2. Compilation of a register of relevant stakeholders, who must be invited to comment on the draft SDF. | | 3. Establishment of an internal municipal project committee for the amendment of the SDF. | | 4. Compilation of a status quo report. | | 5. Compilation of a first draft SDF. | | 6. Publication of the draft SDF for comments from the public and stakeholders. | | 7. Submission of the draft SDF to the Provincial Minister for comments. | | 8. Compilation of the final SDF. | | 9. BYLAW RELATING TO INTEGRATED SOLID WASTE MANAGEMENT WITHIN THE MUNICIPAL AREA OF DRAKENSTEIN MUNICIPALITY
Notice is hereby given, in accordance with the provisions of Section 156(2) read with Section 160(4)(b) of the Constitution of South Africa 1996, that the Drakenstein Municipal Council intends to adopt a bylaw relating to integrated solid waste management. This bylaw regulates integrated solid waste management within the municipal area of Drakenstein Municipality.
As stakeholders you are hereby requested to focus on the following questions when providing input:
• What would you like to be included in the bylaw that is not yet included? • What is included in the bylaw that you support? • What is included in the bylaw that you do not want to be included?

INVITATION TO APPLY FOR GRANT IN AID: CALL FOR NON-PROFIT ORGANISATION 2025-2026
Council provided funding in the current financial year for grants to deserving local community-based organization for projects implementation in-line with the Integrated Development Plan (IDP) and National Development Plan (NDP) within the Drakenstein municipal area.
Non-governmental organizations and bodies who are registered on the Municipal Supply Chain Database and comply with the following requirements of section 67 of the Local Government: Municipal Finance Management Act, 2003 (Act No 56 of 2003) with respect to the transfer of funds are hereby invited to apply for the implementation of ward-based operational projects: -
1. Organisations must be within the Drakenstein Municipal area. 2. Non-profit organisations. 3. Must be A-political. 4. Organisations must perform work that is in-line with the Integrated Development Plan (IDP) and National Development Plan (NDP) on the aims and functions of local government. 5. Only special projects will be funded and not the operational costs of the organisation. 6. Applications must be fully motivated and an implementation plan with a detailed budget must be included. 7. A copy of the organisation’s constitution and its registration with the Department of Social Services as well as confirmation of compliance letter as a non-profit organisation, must accompany the application, copy of meeting minutes for the quarter and active board members. 8. Sport organizations must be affiliated to the Sport Federation in their area (Paarl, Wellington, Saron, Gouda, Hermon and Simondium) and proof there-of must accompany the application) with a list of equipment and or attire must be submitted.
Non-profit organisation that are registered and in compliance with the Department of Social Development will be considered for the roll-out of ward-based operational projects.

PUBLIC NOTICE CALLING FOR INSPECTION OF THE ELEVENTH (11TH) SUPPLEMENTARY VALUATION ROLL 2020 AND LODGING OF OBJECTIONS
Notice is hereby given in terms of Section 49(1)(a)(i) read together with Section 78 of the Local Government: Municipal Property Rates Act, 2004 (Act No 6 of 2004), hereinafter referred to as the “Act”, that the Eleventh Supplementary Valuation Roll 2020 is open for public inspection during office hours from 8 May 2025 till 17 June 2025 at the venues as stated below. In addition, the valuation roll is available on the municipality’s website www.drakenstein.gov.za.
In terms of Section 49(1)(a)(ii) of the Act, any property owner or other person who wishes so, may lodge an objection with the city manager in respect of any matter reflected in, or omitted from the valuation roll during the period 8 May 2025 till 17 June 2025. The prescribed forms for the lodging of objections are obtainable at the venues stated below as well as on abovementioned website.
Objections may only be lodged in respect of properties listed in the Eleventh Supplementary Valuation Roll. The owners of these properties will be notified of their valuations in writing at the postal address currently held on the municipality’s database.
Attention is specifically drawn to the fact that in terms of Section 50(2) of the Act, an objection in terms of subsection 50(1)(c) of the Act, must be in relation to a specific individual property and not against the valuation roll as such. Please note that an objection form must be completed per property.

These actions are illegal, and we want to emphasize that any attempt to solicit bribes is strictly forbidden.
There have been reports of an individual(s) impersonating municipal officials, using their names and providing false banking details to trick bidders into making payments. Please note that these banking details do not belong to the Municipality. It appears that fraudsters are accessing tender information from the bid opening registers, which are publicly available on the Municipality's website, to identify and target bidders.
If anyone approaches you, claiming to represent the Municipality and asking for money in exchange for favours, please report it immediately to the Municipality's hotline at 0800 555 337.

GENERAL VALUATION OF RATEABLE PROPERTY
Drakenstein Municipality will conduct a general valuation of all properties in the municipal area, effective 1 July 2025, as per the Municipal Property Rates Act, Act No. 6 of 2004.
In terms of section 41 of the Act, authorised personnel may enter properties for valuation purposes between 07:30 and 19:00 on any day except Sundays or public holidays. Upon entry, personnel must present identification upon request and may be accompanied by interpreters if needed.
Owners, tenants, or occupants may be required to provide access to relevant documents or information for valuation purposes.
Failure to provide the necessary documentation may result in cost implications in the event of an appeal.

ADDITIONAL FEES FOR REFUSE COLLECTORS A NO-NO
The fees for Drakenstein Municipality’s refuse collection service at residences and businesses form part of the home or business owner’s municipal bill. It is not customary or allowed for municipal refuse collectors to ask additional fees when collecting refuse bags.
Should home of business owners be asked for any additional fees by refuse collectors to remove waste, the Municipality urges them to immediately report this to our Fraud Hotline at 0800 555 337. If possible, also provide video footage or photos to assist with investigations.
Please also note:
- If a home or business owner pays for refuse removal services, the customer may have any number of municipal refuse bins, as required and for which the customer has applied and paid.
- Official Drakenstein municipal waste containers, with the wording “Drakenstein” on the side, may be filled with municipal waste (soft waste) until the container is full and the lid can still be closed. If the lid does not close properly, it means that the waste container is filled with more than the allowed 240 litres for which the customer is paying, and the customer must apply in writing to the Municipality for a second or third municipal waste container.
- The Municipality does not service private refuse bins.

BE CAREFUL OF SUPPLIERS ADVERTISING SUBMETER CONNECTIONS
Please be wary of advertisements circulating on Facebook groups that promote the installation of submetering boxes in backyard rooms and wendy houses to share electricity with other tenants.
These posts create the impression that the suppliers can replace the Municipality’s and/or Eskom’s main power boxes, which is not standard practice.
✋Exercise caution with advertisements such as these. While submetering is allowed, specific processes must be followed, and these suppliers do not adhere to the Municipality’s approved procedures. Their modus operandi is often illegal.
🔌⚠️ Using unauthorised submetering connections poses many risks, such as electrical malfunctions, fires, and property damage. Insurance claims may be rejected, and property owners could be held liable for third-party damages.
If you are unsure and need advice, you are welcome to contact Drakenstein Municipality’s Metering Connections office at 021 807 4664/ 4660/ 4668.
If you are wondering whether a supplier is legitimate, ask for proof of the following:
1. Proof of Electrician Trade Test certificate, issued in accordance with the National Qualifications Framework; 2. Proof of Wiremans Licence, issued in accordance with the National Qualifications Framework; and 3. Registration with the National Department of Labour as a Contractor and Installation Electrician.
We strongly urge the public to report any incidents of illegal metering connections to our anonymous Fraud Hotline at 0800 555 337.
Our Law Enforcement officers are aware of this situation and are monitoring it closely.
