Drakenstein Waste Recyclers Reassured

The Waste-to-Energy (WtE) project proposed for Drakenstein Municipality comes at a critical time when the airspace of the Wellington landfill is fast running out. The proposed project has been a topic of regular and sometimes contentious discussion frequently based on incorrect information. The proposed project that is currently in the Environmental Impact Assessment phase includes the fulfilment of various statutory requirements expected to be concluded during the latter half of 2018.  
Essential to note is that the proposed WtE project is an integrated waste management solution since it includes recycling, waste treatment and disposal as well as the reuse of by-products.  It is entirely aligned with the waste hierarchy and management objectives outlined in the national waste strategy and legislation and gives effect to the Integrated Waste Management Plan of the Municipality. 
Drakenstein Municipality is clear that none of the local recycling and waste service providers will be affected by the proposed WtE project. The Municipality's service delivery mandate includes the collection of waste from households and businesses and it is only the waste so collected and effectively taken ownership of by the Municipality, that forms part of the proposed WtE project. Private recyclers operate in the arena of pre-collection waste and the Municipality has no intention to take any steps to curb these waste activities. In fact, it is welcomed if these activities flourish to create even more job opportunities. Currently, the recyclable waste generated by households and businesses is mixed with the municipal solid waste weekly collected by the Municipality from these households and businesses except in the nine wards where the Municipality has already introduced a clear bag system to encourage the separation of general and recyclable household/business waste. The proposed project will focus on expanding the clear bag system to all wards but will not interfere in any of the activities of the current waste handlers. It is rather foreseen that more job opportunities will be created by the further roll-out of the clear bag system, the optimisation of the operations of the Paarl Material Recovery Facility and the building and operation of another material recovery facility at the Wellington landfill.
The Municipality further emphasizes that the first steps in the waste hierarchy namely waste avoidance and minimisation, are the joint responsibility of households, commerce and industry. The public is encouraged to visit the waste education pages on the Drakenstein website for tips on waste reduction and information on the location of municipal recycling banks.​
