Drakenstein Municipality would like to inform our residents that refuse collection and recycling services will be conducted as usual on Wednesday, 29 May 2024.

We ask residents of the following areas to please place their refuse bins and recycling bags on the kerbside by 7:00 (AM):

DON'T LEAVE WINDSTORM DEBRIS (TREE BRANCHES) ON SIDEWALKS FOR COLLECTION ANY LONGER

Following the windstorm that hit the Drakenstein municipal area at the beginning of April, Drakenstein Municipality asked residents to assist by leaving trees and tree branches that broke or blew off (storm debris), on sidewalks or designated areas for collection.

The Municipality has now collected these trees and branches, and we ask residents to no longer leave this kind of refuse on sidewalks or designated areas.

Where can you dispose of trees or branches?

Should residents have any such refuse or garden refuse, they can take it to the Paarl Transfer Station or Wellington Landfill Site where they can dispose of it for free. It is a bylaw infringement to leave garden refuse such as tree branches on the sidewalk for collection.

When residents take their garden refuse to the Paarl Transfer Station or Wellington Landfill Site, they should note that the refuse must meet the following specifications:

Branches may not exceed 300 mm in length. Should it exceed 300 mm in length, tariffs will be applicable.

Branches may not exceed 150 mm in diameter. Should it exceed 150 mm in diameter, tariffs will be applicable.

Grass and leaves (that are not in bags) may be disposed of at the garden waste divisions of both Paarl Transfer Station and the Wellington Landfill Site.

We do not service private bins

Please be reminded that our municipal collection officers only empty municipal bins marked “Drakenstein". If you don't have a municipal refuse bin, please contact our office at 021 807 4708 to arrange for a municipal bin or for any queries regarding refuse collection or disposal.

GENERAL VALUATION OF RATEABLE PROPERTY

Drakenstein Municipality will conduct a general valuation of all properties in the municipal area, effective 1 July 2025, as per the Municipal Property Rates Act, Act No. 6 of 2004.

In terms of section 41 of the Act, authorised personnel may enter properties for valuation purposes between 07:30 and 19:00 on any day except Sundays or public holidays.
Upon entry, personnel must present identification upon request and may be accompanied by interpreters if needed.

Owners, tenants, or occupants may be required to provide access to relevant documents or information for valuation purposes.

Failure to provide the necessary documentation may result in cost implications in the event of an appeal.

ADDITIONAL FEES FOR REFUSE COLLECTORS A NO-NO

The fees for Drakenstein Municipality’s refuse collection service at residences and businesses form part of the home or business owner’s municipal bill. It is not customary or allowed for municipal refuse collectors to ask additional fees when collecting refuse bags.

Should home of business owners be asked for any additional fees by refuse collectors to remove waste, the Municipality urges them to immediately report this to our Fraud Hotline at 0800 555 337. If possible, also provide video footage or photos to assist with investigations.

Please also note:

  • If a home or business owner pays for refuse removal services, the customer may have any number of municipal refuse bins, as required and for which the customer has applied and paid.

  • Official Drakenstein municipal waste containers, with the wording “Drakenstein” on the side, may be filled with municipal waste (soft waste) until the container is full and the lid can still be closed. If the lid does not close properly, it means that the waste container is filled with more than the allowed 240 litres for which the customer is paying, and the customer must apply in writing to the Municipality for a second or third municipal waste container.

  • The Municipality does not service private refuse bins.

BE CAREFUL OF SUPPLIERS ADVERTISING SUBMETER CONNECTIONS

Please be wary of advertisements circulating on Facebook groups that promote the installation of submetering boxes in backyard rooms and wendy houses to share electricity with other tenants.

These posts create the impression that the suppliers can replace the Municipality’s and/or Eskom’s main power boxes, which is not standard practice.

✋Exercise caution with advertisements such as these.
While submetering is allowed, specific processes must be followed, and these suppliers do not adhere to the Municipality’s approved procedures. Their modus operandi is often illegal.

🔌⚠️ Using unauthorised submetering connections poses many risks, such as electrical malfunctions, fires, and property damage. Insurance claims may be rejected, and property owners could be held liable for third-party damages.

If you are unsure and need advice, you are welcome to contact Drakenstein Municipality’s Metering Connections office at 021 807 4664/ 4660/ 4668.

If you are wondering whether a supplier is legitimate, ask for proof of the following:

1. Proof of Electrician Trade Test certificate, issued in accordance with the National Qualifications Framework;
2. Proof of Wiremans Licence, issued in accordance with the National Qualifications Framework; and
3. Registration with the National Department of Labour as a Contractor and Installation Electrician.

We strongly urge the public to report any incidents of illegal metering connections to our anonymous Fraud Hotline at 0800 555 337. 

Our Law Enforcement officers are aware of this situation and are monitoring it closely.

REGIONAL SHORTAGE OF IMPORTANT TRAFFIC FORMS

The Western Cape is facing a critical shortage of face value document forms. This document is used for duplicate licenses, learner's licenses, motor licenses, renewals, and re-registrations.

Considering this shortage, Drakenstein Municipality will prioritise Drakenstein residents with the limited supply we have available.

Unfortunately, we will be unable to accommodate individuals outside our borders at this time.

DEFORMATION ON THE SURFACE OF VAN DER STEL ROAD

Update:

Laboratory test will commence on Van Der Stel road on 20 April 2024. We do not anticipate that the road will be closed, but delays may be experienced to complete the much urgent investigation.

​​OVERSIGHT REPORT ON THE 2022/2023 ANNUAL REPORT

Notice is herewith given in terms of section 129(3) of the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003), read together with section 21A of the Local Government: Municipal Systems Act, 2000 (Act 32 of 2000), that the Drakenstein Municipal Council has adopted on 27 March 2024 the Oversight Report on the 2022/2023 Annual Report without any reservations.

The Oversight Report and the 2022/2023 Annual Report will be available for perusal during normal office hours and also after hours at libraries that offer after hour services, at the following venues:

All public libraries in Paarl, Paarl East, Mbekweni and Wellington; 
Thusong Multi-Purpose Centres in Mbekweni and Paarl East; and
